About QinMetrics

QinMetrics is an independent research and data venture building evidence products for public finance, public procurement, public contracts and public-sector performance.

What it is

QinMetrics turns public records into structured datasets, transparent analysis and decision-ready research. The work begins with evidence: original public documents, clearly defined variables, linked histories of governments, suppliers and contracts, and analytical choices that are written down. It distinguishes contractual expectations from observed performance, documents uncertainty, and preserves the path from each conclusion back to its sources.

What it covers

The platform follows one chain of public-sector activity: fiscal capacity, spending, procurement, contracts, payments and performance. Data is published in two parallel lines, Global and China, with a shared entity model, shared identifiers and shared provenance rules.

How it works

Founder-led and research-first. Datasets are listed in the catalogue before release, methodology is published before data, and every change to a published value arrives as a versioned release. Early datasets are open; registered and licensed products may follow without changing how open data is addressed or cited.

QinMetrics is founded and led by Shikun Qin, Associate Professor at the School of Public Finance and Taxation, Southwestern University of Finance and Economics. His research, publications and contact details are on his personal site.
